How to get my dog to stay with me at the park off leash?

Ok I have a dog that LOVES to play ball. I would like to take him to the park across the street from my house and play fetch so I can throw it far so he gets tired out faster. How do I get him to play ball with me without running off? He dosnt listen to me when I call him and he dosnt eat treats so that dosnt work. And he's scared of strangers and runs off. Any ideas?
 
Keep him on the lead, until you have trained him properly, and have a solid recall. I'd recommend you get him into some training classes, to help you sort this problem out - one day he will take off and perhaps go across a busy road.
