How to greet a person who is quadriplegic?

When I was watching the last episode of "Extreme Makeover: Home Edition", I noticed that one man greeted Brian (the man with paralysis) by touching heads. Is this the proper way to greet someone who has no movement in his arms/hands, or is this only for friends/acquaintances? Or is it better to ask if he shakes hands?
JMITW: Thank you for actually answering my question. I was just curious.
 
generally you shouldn't be touching his head...that may be acceptable between buddies..

obviously others didn't pay attention to the details..

even if a person can't move--you can still shake their hand..i wouldn't come out and ask though---and i wouldn't just grab them
