How to offer help without seeming like a weirdo?

Earlier tonight a young woman walked past me crying, out of breath from walking fast/running (wearing jeans and a parka, not out for a jog). She was visibly distressed, and seemed like she was running from someone/something.

I said "excuse me, are you ok?", she looked at me and her quick walk turned into a jog.

I'm not a weird looking guy, but I am fairly intimidating I suppose (6'1" 220llbs). I feel bad because I genuinely feel like she was in trouble and I'm an honest guy who would have offered her a lift anywhere she wanted to go, a hot cup of tea/coffee, my phone to call the cops, etc. I had no ulterior motives, just wanted to help.

But I get it, a man you don't know approaches you when you are already in trouble, at night. Not exactly a "trust this guy" moment for young women. Still, if she turns up dead in the morning and I see her photo on the local news I'm going to feel extremely guilty for not being able to help her.
