How to reload Windows XP?

My computer runs like crap and it always has a message that says system resources running low. It's pretty slow to start up with programs. I have 3 gb of actual ram and my HD is only about 20 percent full. I defragment and stuff quite often. A computer geek suggested I reload windows and start from scratch because I possibly have malware. Now how do I do this? I have a Toshiba Laptop with a Intel Centrino Core Duo 2 processer at 1.6 ghz with 4 gb of ram, 3 actual and windows XP media center. Will this even make a difference?
I have no idea where the reboot cd is
 
Insert your windows Recovery CD and reboot hit anykey to boot the cd then follow the directions.
