How to restrict the network users from file downloading through internet ?

In our office all the computers connected in a network are sharing one broadband internet connection through a network switch. As a in charge of networking, I want to restrict the users by downloading files through internet. and also I want to restrict the users by opening some websites..Is there any software for this...please help me..

You dont want them going on the internet then? Id just cut out the modem. Your computers will still be connected via the network, just no one would beable to access the internet. You might beable to block the ports that internet explorer/firefox/chrome/etc uses via the router.
