How to start a bike patrol team?

I am a cadet with the sheriffs department and I am one of the people in charge of getting a bike team up and running. Does anyone have an Idea on what i need to do to make this happen?
 
For starters contact a local bike shop owner and discuss a plan to purchase the bikes, equipment and maintenence services. Get an idea of what kind of initial cost the county would be facing. It's really a win-win situation for the department, the public and the shop owner.
