How to take travel website to small claims?

Purchase initiated for $260 for 2 nights at a USA hotel location which turned out to be incorrect location on final purchase on H O T W I R E. Called company who advised nothing could be changed. Demanded a refund and they would not offer credit. Called credit card company who placed charge on investigation and reversed charge. Three weeks later, credit card company reverses their original action and replaces charge on account with explanation that charge was valid and backdated all associated finance charges. Bottom line: $260 gone, no credit for money paid, no services or products for consideration, and no final recourse. All normal avenues have been escalated and exhausted on both the credit card company (C I T I C A R D) and the website supervisory levels as well as written communications. Can one fight this in small claims? Or is this a bigger issue that would need an attorney for a class action type suit? Money is not an option here to pursue this claim. This company already has the ire of someone willing to pay far more than the original claim to put dent into their egregious business practices. Actual suggestions beyond cursory comments are welcomed as viable courses of action will be pursued aggressively.
