How to unblock torrents over a network?

The PC at my work, doesn't download torrents. it seems like torrent downloading is block over the network. I use BtTorrent, it works fine at home, but doesn't allow downloading at work.
 
Today I got a letter from my cable company, and they had discovered the exact file name of the Modern Warfare 2 i had torrented and threatened to cancel the internet,,. So don't even try it
