How to use pokemon cheats for no$gba?

I am playing pokemon emerald and all i want is a TM HM cheat, I got the wild encounter cheat to work but every TM HM cheat I try to use just doesn't seen to work. Please instruct me on how to use the TM HM cheat on no$gba on pokemon emerald.
