Hyundai Elantra Power steering leak?

I have a 1999 Hyundai Elantra with a leak in the power steering. The leak is coming from a steel tubing loop in front of the radiator to cool the power steering fluid. Is it OK to bypass this loop in order to stop the leak or is the cooling that this loop provides essential? If the loop is essential what damage might occur to the rack or pump without it, and where may I find a replacement loop?
 
you may have to get one from the dealer,dont by pass it they have a certian amount of needed volume so when you turn the wheel it could starve the system.
