You should check the temperature of the food
If the food never reached above 41 degrees it is safe
If left above 41 sustained degrees for four hours throw it out.
4 hours is exactly the danger point above 41degrees because the food was at varoius degree points throught this period you can also cook the chicken and the fish bring temperature to above 180 degrees internal temp then be sure to eat tonight or tomorrow be sure to reheat above 160 degrees when reheating
 
Can't imagine four hours would make a difference if you didn't open the door much.
 
as long as the fridge wasnt opend and closed a bunch the cold stayed inside therefore the food staying cold and well preserved. look at when power goes out an such, as long as fridge is closed all is just fine. but of course you can always tell by smell.... in any case.
 
Your fridge probably stayed cold enough for 2 of the 4 hours, if you didn't open the door. Make sure you cook both thoroughly. Cook chicken to an internal temp of 165-170 and the fish to 140.

I would go ahead and make it tonight and eat it as leftovers. I wouldn't refreeze after it had thawed. You run the risk of salmonella.
