I am getting mixed signals is she interested?

I started talking to this girl i remembered from high school. i have been trying to set up a date, i have given all the date ideas i can think of. Im as flexible as possible with time as i work full time she texts me and messages me on line very enthusiastically. sometimes it takes a while for a response but i always get a very enthusiastic and flirtatious response, when i call she doesn't answer and shes always busy when i try to see her. Im trying not to be to forward as we hung out in high school but that was two years ago i just have mixed signals.

She likes talking to you casually but she's not interested in anything more, not even talking on the phone. If she was, she would have called you back and she would have jumped at the oppurtunity to go on a date with you. She's just not as interested as you are.
