I am having a problem with my fiance's 98 Hyundai Tiburon?

As he accelerates the car speeds up fine between 0-2500 rpms as long as he takes his time, now between 3000-8000rpms the car stays the same speed as 0-2500 rpms and doesn't change. trans. fluid is fine and he just replaced the clutch and clutch master cylinder... could the clutch be defective or what? Please help!
 
it sounds like the clutch is slipping. did he change the pressure plate, it could be weak and not holding enough pressure against the clutch or the flywheel might need turned. have him pull the inspection plate and see if the rear main seal is leaking. if it is all wet with oil in the inspection plate the oil is getting on the clutch.
