i am not overweight, but would like to use about 12 pounds. How do I go about it?

Mainly I need to tone up. I am female, fairly active. I workout, do some strength training 2 times a week and cardio 2-3 times a week. Eat about 1500 calories a day. I am still gaining weight. What do I do?
