I cant find the FaceTime app on my iphone 4?

and i search it in the app store and its like, not there. and its not already an app on the phone. so how do i find it? cause i know theres an option in my contacts to facetime them, but what id i wanna facetime with someone with an ipod touch.

you have to call someone first, then they'll have an option to facetime if the other person has an iphone or ipod touch as well
