I cant get my bluetooth to connect on my cell phone..?

It is a Samsung A437 - Slate; my bluetooth says its on, but when i try to link with another phone, it says no bluetooth devices avaliable.. the other phone has bluetooth on though.. my dads phone shows the "visibility" option, but mine doesnt..
can anyone help me get the bluetooth to work?
