Does Directv and Dish Network use TCP/IP?

Does Directv and Dish Network use TCP/IP to transfer their broadcast signal?
 
Ok so i got the motorola QA30 phone today and i cant download ringtones, i've even used the the web on my phone to do it I get the text gets but theres no option that says save audio or anything like that and i usually learn how to do it pretty quick when i get a new phone but im lost on this one . i've been using myxer.com for over a year and never had any problems. i've even tried different free ringtone websites like ventone and funformobile and still nothing. i've tried all day and still cant get any ringtones and im quite mad becuz i've been looking forward to downloading new ringtones on my phone for days before i even got a new one plz some one help im gettin pretty frustrated!! this is the third time i've had to ask this question cuz no one wanted to answer my first or second one so i changed the title
