i cant get threw bell tower im up the top outside near the statue?

i dont know where to find ho-oh or what to do

if you dont know where i am i am outsude there is a very tall gold pole and on each corner of the roof there is a ho-oh statue
plz help i dont know what to do and i really want to do it because i think you dont have to do it but i really want to

Hundreds of years ago natural selection would have gotten rid of you
 
You have to go On the top but the reason ho-oh may not be showing is because ho-oh only comes when you have the fog badge in heartgold but im not sure about soulsilver. Most importantly, you MUST have the rainbow wing or ho-oh will not come. Hope dis helped :3
