I didn't know I was in an accident - Someone left a note on my car window?

I was pulling into a parking space and it was very cramped, I couldn't open my door so I re-started my car and backed out. As I backed out I heard a bump, and after fulling backing out I didn't see any damage to the other car and I assumed I had just hit their tire (I was in a small car and they were in a mid-sized SUV which was much higher than my car). I was running late for dinner and parked 4 or 5 cars down in the same isle where there was more room. After getting out of dinner there was a note attached to my car saying "I hope you know you hit that car when you were backing out, I left your license number for the owners of the car! - thanks security" There was no phone number or way to contact anyone, and when I looked at my car I had a small scrape on my bumper (about 3 inches long, maybe 1/3 centimeter thick, no denting or anything), I never realized this until I got back to my car, and even then I don't know what I could have hit because there was no paint on my car, just a black scrape, and the car that they said I had hit was gone and the owners left me no information to contact them.

I was concerned they would have thought this was a hit and run or something, which it wasn't, I only moved spaces because I couldn't open my door and I checked the car to make sure I didn't damage it when I heard the bump and even then I parked 5 cars down to the next open spot in the same isle, I went and had dinner, then returned to find the note on my car and the other car had already left at that point.

I wasn't sure what to do so I got my car home, took pictures of the scrape with some rulers next to it, and then called the non-emergency line for the city it happened in. No one had filed anything about my car or even called in, so the dispatcher filled out a filed report that I called in and had no way to contact this person that I supposedly hit and I didn't ever leave the parking lot and I didn't want anyone to think that I hit a car then tried to get away with it - I genuinely didn't see any marks on the car when I switched spots and didn't even check my car since his looked fine.

I've never been in an accident before so I don't know what happens now. Do they file a police report? I contacted the police first and my insurance company was closed (it was 7:30pm) so I'm calling in the morning to let them know - I just don't know what happens now. Will I get a call from someone if they file anything? I have no idea what their damage looks like but my car just had a small scrape on the hood, could they try to say I did more damage than I did since they haven't filed yet? No police went to the scene to see either car or I would have be notified when I called the non-emergency line and the dispatcher checked for any reports. I'm just very confused about this situation, I didn't know I caused damage and I contacted the police right away when I got the letter on my window - I just don't know what happens now.
