I don't think my Betta Fish is eating?

I got my betta yesterday and he was doing great in his brand new tank. Well everytime i feed him he wont eat it. It stays there untill the next day or untill it sinks to the rocks. What am i doing wrong. (there pellets.
*He is looking kind of white on the side of his head.

*He also lays on the bottom of the stones.

PLEASE HELP!
I cleaned the water with the conditioning liquid that also removes chlorine
 
it's normal. beta fish are some of the laziest animals I've ever seen. I often mistake mine for dead until I force it to move.
 
Always remove uneaten food. It will break down and rot in your tank. He could be suffering from poor water quality.

Is your new tank heated? Betta's are tropical fish and require an aquarium heater to maintain their temperature between 77F-82F. If the water is too cold they may refuse food, be inactive, and be susceptible to disease.

You need to use Ick Away or something like it along with the chlorine treatment.
