I don't understand this episode from Phantom: Requiem For The Phantom?

Ok, so, it's episode No.5 and Ms. McCunnen tells Zwei to monitor and mother and her child. But...he ends up killing a mother and her child, why's that? And why doesn't McCunnen tell him who in the world the mother and child are? Does he kill them because he's in his 'killing mode' when he meets them or is just jealous of duke (the little boy) when he see's him at the fair? Last three questions:
McCunnen fancies him right?
Does Ein like Zwei or is she scared of him or..what?
Why doesn't Zwei kill the boss so that Inferno can take the land?
And yes, I ask alot of questions >.<
