In between the two countries there is a tunnel and a bridge. The girl coming from country A to country B would have the bridge first and then the tunnel while the girl coming to country B from country A would have the tunnel first and then the bridge. The rage comic is showing that the girls, the second one in particular, are only looking at it from their own perspective. Girl A says bridge then tunnel while girl B says tunnel then bridge. The order is different depending on which direction you are travelling in, but the distance and the things you drive on/through should still be the same.
