I found to see that Suzuki 800 cc car comparing to Japanese 650 cc engine car?

the one modified with 650 goes more than 140 km/h but the other 800 cc hardly 110 km/h where both engine are are used for the same amount of time . they are both old one. now tell me whether the highest speed a car can go for . does it depends on cc of a car?
