Hahaha that's funny: the question and the fact that I have the same problem. She let's her cat poop in my yard and now whenever I open my door at least on fly comes inside the house!
Get cat repelent...it really helps because I haven't seen the cat in my yard for a long time!
As for your neighbor...I don't know what to tell you there buddy!
