I have a 46" inch toshbia tv, messed up picture when first turned on.?

This tv was bought about 8 months ago, and when I first turn it on it has a light running threw it. It also acts as it has no refresh rate. It will only last for the first 20 minutes its turned on. Any ideas?
 
I hate to say this, but does it have a one year warranty? It sounds as if this problem is independent of a cable problem. It sounds as if the TV is going bad, unless someone else has a more informed opinion on this particular unit.
