I have a fish that seems like its body is paralyzed?

I have a baby goldfish which is a shubunkin crossed with a comet. It is a silvery bronze colour and is about 2.5cm or 3cm long and its body seems paralyzed, it can only move its head and front fins and dorsal fin and the rest of its body seems like it cannot be used anymore, so it moves around by wriggling its head moving its fins. It was never like this before, otherwise it looks healthy, no bulging eyes, upright dorsal fin, shiny scales and no specks on its body and it hasn't been flicking either.

It is also Autumn right now but its an extremely cold Autumn and seems more like its Winter instead and so my brother-in-law turned on the heater for a little bit and i know goldfish aren't supposed to live in heated water, but could it be that the water is too warm that is making the fish like this or not? Because all the other 10 goldfish i have in the tank seems absolutely fine.

Please tell me what is wrong with my fish and what is causing it if you know the answer. Thanks =D
