I have a question about a heating/ heater core.?

Every time I get in my car there is a ton of water on the driver, and passenger side floors. Nothing else is wet, but the floors. I was wondering if this could be just a leak in my windshield, or is it the heater core? Does the heater core only leak when you have the heater on? HELP! I can't deal with ruining another pair of shoes.
Yeah I always have to refill the coolant. So as long as i keep the heater off it won't leak?
 
If you have to always add coolant then It is a bad heater core, it will always leak when the engine is running, you should smell a sweet scent inside the car-yes?
