Nope. It's not a trait of a Shih Tzu or a Lhasa Apso. He may have allergies. I'd suggest getting it checked out by the vet.

No. It's a trait that means he's got a skin condition or something like allergies which is manifesting itself through itching. The dog needs to see a vet.
