Usually better to have more seeds.
Seeds have 100% of the content and are only uploading.
Peers have less than 100% and are downloading from seeds and other peers and uploading to other peers.

If there are more seeds than peers, it is more likely that a seed will give you a greater % of its bandwidth and result in higher speeds. Since a seed does not need your upload, you can receive from many.

Other peers will return upload to you based upon the upload you are giving to them and so your download from other peers is usually limited.

However, a peer with a large upload capacity can give you great speeds. So it is not an exact rule, but is generally true.

Seeds is better.
A computer that has a complete copy of a certain torrent is called Seed.
A peer is another computer on the internet that you connect to and transfer data; generally a peer does not have the complete file, otherwise it would be called a seed.
