I have a Toshiba Sattelite c650 and it now won't turn on after computer...

...restore. What can I do? The laptop was not downloading files from any websites, so I decided to wipe my laptop and put it back to factory settings. It now sais when I turn it on, I need a "boot disk" which I cannot seem to find. If someone can offer advice to pass this screen or a place I could get a new boot disk would be great.
