I have random thick peices of hair growing?

so i have these randomly assorted thick (thicker than the hair i have regulary) peices of hair growing on my arm, around my shoiulder and tricep area. does anyone know the cause of this?

also, i had chest hair, thin regular strands. when shaved a part, the hairs that i shaved grew back as thick strands. can anyone explain as to why that happens too?
