when i go on youtube it says your not on a data plan but when i go on facebook/twitter it allows me is it charging me money i cant go on the browser but i can go on facebook

this is what it says exactly

you are currently on a service plan that requires a wi-fi connection to use this application if you want to use this application oustide wi-fi coverage please contact your service provider to upgrade your data plan

does this mean its charging me for facebook
 
If you're not on a data plan it means that you can only access the internet in places with free wi-fi.
