If your account is in INTERNATIONAL ROAMING,means that you were able to make and receive phone calls during your travel there,it is YES.They can make calls and texts for free and the costs are charged to your bill. Its better to call and report to your carrier,to stop the chances.

I lost my TELUS phone (an HTC) traveling in either Singapore or Indonesia. I don't remember if I was able to obtain reception and make outgoing calls as I turned my phone off since I left Canada. If someone finds it, would they have been able to use the phone and make calls thereby charging it to my account?
