If you mean it flies 7 miles with the wind in the same amount of time as it flies 7 miles against the wind, the wind speed is zero. If the distance it flies against the wind is not specified, then I would say you lack enough information to even solve the problem.
 
I suspect you left something out of the problem statement. As stated, the wind speed must be zero if the airplane travels the same distance in the same time with the wind as it does against the wind.

let x=plane speed=180
let y = wind speed
let t = time
since distance d = v*t
Downwind d = 180t+yt = 7
Upwind d= 180t -yt = 7

Obviously y=0 no wind
(t = 2.33 minutes)
