I need a name for the villain in my story...?

He is just an average human who is really deceiving and persuasive.

The story takes place in the year 2015-2016 in a War-Torn-Isolated New York.

The villain is the madman who was elected Governor in 2012.

I want the name to have a sorta ring to it that when you say it, it just fits.

I've been thinking about a name for about 2 weeks now but I'm stuck. :(
(both literally and mentally) (....wait)
Kinda like the name 'Andrew Ryan' from BioShock. Or 'Snake Plissken' from the John Carpenter movies.
Traxex is the name of the main character who's a girl.

Evan is the name of the Traxex's badass ''sidekick'' (lack of a better term)

William Stalone, John Ashworth, George Bush *COUGH*. I'm not good with names, but it would depend on the character. Personally I think names like "snake" and whatnot are a bit overkill, but it does have to have a certain evil ring to it doesnt it? :P Good luck ^^
