I need help fixing my 94 Jeep Cherokee Sport?

I have a 6 Cylinder, 4.0 liter Cherokee Sport. It has had an issue starting for the last 2 years, but it would always start eventually (After 10 seconds) However, it now does not even crank. My lights come on, and my headlights stay on when I do crank it, so I have enough juice. I hear a tick noise coming from what I believe is the starter. (It is a small cylinder just behind the battery) I replaced all my fuses in the fuse box under the hood. I replaced the battery. I am tight on money, and I want to say it is the battery. I'm a little dumb with vehicles, but I know enough. Please help!? Thanks!
 
You'll save more money in the long run by taking it to a mechanic, have it properly diagnosed and repaired.
Your explanation is quite vague and we cant do and electrical testing over the internet.
