i need information about bit torrents and download pay sites?

i currently use bit torrents and i was looking into one of those pay sites like lastestdownloads.com and they say that there is a one time fee and that once your inside you can download what you want and the page says that they have the movie that i am looking for, but then the page also says that copyright infringement is not allowed.....so....how can they have the movie and downloading it now be illegal? if i do sign up and i do download something illegally will they report me? is it any safer to use this site then it is to use a torrent? Do these sites really have the movies and music that they claim to have? help i need the details of this whole thing.....please
 
Don't use any sites that ask for a "one-time fee". These sites usually scan free sites like Mininova and The Pirate Bay, copy their contents, and ask people to pay for it. The "high speeds" they often advertise with, are completely fake and are only based on the number of seeds sharing a certain torrent.

Long story short, go to The Pirate Bay or Mininova, they have the same stuff for free.

Also, these sites do not give additional security. In fact, it's always possible, though unlikely, that a company like the RIAA is behind this kind of sites.
