I need to block a caller on my unjailbroken iPhone 4s running iOS 6.1.3?

I can't jailbrake my iPhone 4s because I updated to iOS 6.1.3 which means that I can't download any of the call blocking applications that are available on Cydia. Is there another way to block callers?
I have AT&T which charged $4 a month to block regular callers but even with that they can't block blocked numbers
 
call your carrier and ask them to block a number..some carrier do and some dont.
