i need towing advice?

ok I just bought a tow bar off the same make and model van as mine from a junk yard. After cleaning up the part and repainting it i install it. the the tow hitch has 1 smooth head bolts in front on both sides conected to the bumper then on both sides are 3 bolts. I got the bummer bolts and nut on and then 2 sets of the big bolts that contect the hitch to the van frame. Where the 2 sets of big bolts go on the frame the holes are already threaded. Now here is my prob. The last bolt hole at the end near the axle is not threaded nor does the holes line up evenlly i tryed to use a crow bar to alliane them but no luck there isn't any thing close to the hitch bar to push up agianst to line it up. Also since the hole is not threaded i thought of trying a larger bolt and force trade it but again the holes don't line up so this impossable. I thought of putting a nut on top and screw it together but there isn't any open spaces in the auto body frame it is a complete retengle. I thought of having it welded but it costs $60 an hour to do 2-2" welds on both sides. So in a nut shell could i pull a 23" camper a short distance say about 3 miles with what i have so far bolted in with out the last 2 bolts being in?
