I saw a DPS SUV Van with a 15 foot pole on top - what was it?

I was driving home on the 51 hwy and saw what I think was a DPS SUV Van with a pole of some sort on the roof about 15 feet tall. What was that?

I thought it might be Photo speed enforcement, but looking up those vehicles online, they do not have that pole. I am very curious - what WAS that SUV?
