I want to complain about Penn Foster?

I am beyond annoyed with the money-hungry online school Penn Foster! They are the biggest scam I have seen in online education, charging additional fees all the time. I know, I should have taken a clue from all the online negative reviews, however their website claims they have a BBB rating of A+...which I find as 100% BS. I want to know if anyone can give me the numbers or names of the head people in charge to complain to. I don't want to talk to a dumba$$ enrollment advisor, I'm talking the people that can do something for me. Every extra $20 they harass me for is less $ I have for my child. Help and pass the word on...Penn Foster wants $$$$, but does NOTHING for you.
