If an animal shelter moves, will they take the animals?

I heard a RUMOR about a local animal shelter that when a shelter relocates, they couldn't move the animals due to stress towards the animals. So they have to put them to sleep. Is this true?
This sounds illegal, and if possible could you leave some references where you found this info? If it helps any, it's in Ohio. Please let me know. Thanks.
