If i bought a newer phone that has to have a "data" plan with it at verizon on ebay?

and took it in to sign up a 2 year contract. would i still have to have the data plan on it even if i bought the phone elsewhere? i want this certain phone but saw you have to have a data plan (internet) on it in order to get that phone. i do NOT want/need internet on my phone.
 
The data plan is mandatory no mater where you bought the phone. If you don't need/want internet features, then you don't need a phone like this.
