If I get a new verizon phone can i just add it to my bill?

My phone is no longer functioning. I'm on a plan with my parents and they are the account holders. My mom said I can go to Verizon get a new phone and have them bill it to the bill. I know they'll need her authorization and will have to call her they've needed that every time before but will the actually be able to bill it to the bill? I'm broke and can't pay it.
I'm not going to drive all the way to Verizon if it's not a possibility. I don't make random trips to verizon just for kicks and giggles.

If you're going to Verizon to buy a new phone, why can't you just ask them then and there?
