If i get an iphone off of ebay, can i use my sim in it and not worry about

internet charges? (i use at&t)? also, all iphones come with Wifi and GPS correct? I only want it for wifi and gps as well as a phone. I dont want to pay $30 a month for internet i can get for free through wifi. is this a good idea on my part??
