If I "unlock" a rogers cell phone, can it then be used on Bell?

i know that Bell came out with SIM cards not too long ago and I went in to see if I could activate an old rogers phone I had lying around and use it. They said that the phone is "GSM" and it wouldnt work with the Bell SIM cards. If I can "unlock" the phone, will I then be able to?

What is your phone model? If it supports GSM network then even after unlocking you will only be able to use the phone with GSM networks.Ofcourse Bell has a GSM network separately...So you can unlock the phone using the unlock service from your network provider or a third party unlock provider like Simpleunlocking.com and remove the network lock easily. You can follow free unlock instructions from Mobileunlockguide.com to aid in the unlock process.
