If I was to purchase a Droid or HTC imagio from Verizon, would it cost more monthly

for the wifi to be usable? I am willing to pay the flat out cost of the phone but I do not want to pay extra each month for the wifi. Will I be able to check my e-mail and networking pages without a monthly fee? And also, if there is a monthly fee, what is the amount?

sadly, you will need to get the data plan. its required and it cost $30. wifi is free. always will be free. wifi is just what you use to connect to a network.
