If Nutrition Facts don't label a nutrient does that mean it doesn't have any?

If a certain food doesn't include a nutrient like dietary fiber in the Nutrition Facts, that means that the food contains 0 amounts of dietary fiber, right?
 
Yes or so close to 0 that it isn't worth mention.

There can be trace amounts. The label may or may not say.
