You park your car in a public area, or one viewable from a public area, and you have no reasonable expectation of privacy. They can take all the pictures they wish.

You can sue someone for existing. You can't legitimately sue for taking pictures of anything visible in public. You MAY have a case regarding how they USE the pictures.

What mental anguish did you suffer?

What pain did you suffer?

How were you put out in anyway?

You have to have at least one of the above and you don't have any

If your car is parked in public, then it is fair game to have a photo taken of it and the LP

In your garage or on your property different story.

And what is the difference between writing down the plate or taking a photo if it? That makes no sense at all

Any idiot can sue whoever they want, over any fool thing. But it would be a waste of time and money. There is no reasonable expectation of privacy in anything open to public view. And you don't own the license plate, anyway. The state does.
