Earth. Why, then, don't the c? If you stopped an Earth satellite dead in its tracks, it would simply crash into Earth. Why, then, don't the communications satellites that "hover motionless" above the same spot on Earth crash into Earth?
 
The earth is spinning and the satellite is orbiting at the same rate, and only appears to hover. If it stopped (as you suggest) it would disappear over the horizon as the earth continues to spin and would crash.
